Woodfin Planning Board of Adjustment Approves Conditional Rezoning Project

The Woodfin Planning Board of Adjustment convened on December 3, 2024, to discuss a significant proposal that could reshape a portion of Weaverville Road. The meeting focused primarily on a request to conditionally rezone approximately 13.25 acres encompassing properties at 455 and 467 Weaverville Road, a decision that will impact residents and potentially influence future development in the area. The meeting was attended by members of the Planning Board, town staff, and a representative from the applicant.

The core of the discussion centered on a proposed development plan that would combine residential and commercial elements. The applicant seeks to rezone the land from its current Community Shopping designation to a Residential District, then back to a Conditional Zone (CZ). The proposed project includes nine short-term rental cabins, 11,000 square feet of commercial flex space (suitable for various businesses), five single-family home lots, an existing office building, and a mixed-use residence with commercial storage. Notably, the metal shop belonging to a paint company will be excluded from the rezoning area. A key point of discussion was how this development aligns with Woodfin’s future land use plan and master plan, particularly considering its proximity to existing commercial areas and the presence of a nearby short-term rental community. The applicant has also committed to providing one unit within the mixed-use building as affordable housing for 20 years, partnering with a third party to manage eligibility.

The Board engaged in detailed discussions regarding the potential impacts of the project, with a significant portion dedicated to the proposed road construction. Concerns were raised and addressed regarding steep slopes, stormwater management, and the possibility of connecting a future multi-use path along Weaverville Road. The need for a Homeowners Association (HOA) was also discussed, emphasizing the importance of resident representation in its governance. While no public comments were received during the meeting itself, a letter from neighbor Rusty Whitlow expressed support for the project and requested consideration of moving one cabin further south along Weaverville Road.

Ultimately, after thorough deliberation, the Planning Board voted unanimously to approve the conditional rezoning request, subject to specific conditions outlined in Exhibit D. This approval signifies a step toward the potential development of new housing and commercial opportunities along Weaverville Road, balancing considerations for employment, economic growth, and community needs. The Board acknowledged the project’s potential while also recognizing the need for careful consideration of steep slopes and visual impacts.

Looking ahead, several key action items were identified. The Planning Board will schedule a presentation of the approved conditional rezoning to the Woodfin Town Council in January 2025. Staff will also finalize and review the conditions outlined in Exhibit D, ensuring clarity and enforceability. Finally, the Board will monitor the implementation of these conditions, including reforestation efforts and stormwater management practices, to ensure responsible development. The calendar for 2025 was also updated, shifting the November meeting to October 28th due to its conflict with Election Day. This decision will allow for continued planning and review of future development proposals within Woodfin.
