Parks and Greenways Advisory Committee Meeting Recap: November 8, 2023

On November 8, 2023, the Woodfin Parks and Greenways Advisory Committee convened to discuss ongoing projects, explore new partnerships, and review important policy updates impacting our community's parks and greenways. The meeting provided valuable insights into the future of recreational spaces within Woodfin, focusing on volunteer efforts, park maintenance, and upcoming developments.

A significant portion of the meeting centered around enhancing volunteer opportunities within our parks system. With the arrival of an AmeriCorps volunteer manager in January, the committee’s Volunteer Committee will be brainstorming ideas for engaging various volunteer groups and creating impactful service opportunities. A promising partnership is also developing with the French Broad River Academy, who will be assisting with cleanup efforts at Silver Line Park, starting with a full-day service event planned for November 29th. The committee is actively seeking public input on how the Academy can further contribute to maintaining and improving our town's parks and greenways.

Beyond volunteer initiatives, the committee addressed several key maintenance and policy matters. Discussions revolved around a checklist of improvements for Silver Line Park, identified through recent consultant assessments. A major focus was the review and refinement of draft policies for managing events and user conduct at the new wave facility planned for Riverside Park. These policies, modeled after a successful system in Bend, Oregon, will establish guidelines for both sponsored and unsponsored events, as well as etiquette on the wave itself (including recommendations for personal flotation devices). The committee will continue to review these drafts and provide feedback, ultimately aiming for presentation to the Town Council.

A recent trip by committee members to Columbus, Indiana – a city known for its innovative park management and wave facility – provided valuable context. The trip highlighted the importance of forging strong partnerships with local businesses and non-profit organizations to support park activities, amenities, and overall sustainability. This emphasis on collaboration was a recurring theme throughout the meeting. Finally, updates were provided on ongoing construction projects at Silver Line Park (restroom project with design options to be presented soon) and Riverside Park (permitting for the wave facility is ongoing, with a target year-end approval).

While no formal votes were taken during the meeting, several key action items emerged. The Volunteer Committee is tasked with generating ideas for the new AmeriCorps volunteer manager, while committee members are asked to review draft wave facility policies. Town staff will share information regarding the Comprehensive Plan update, which is currently undergoing public review and includes a proposed land use map emphasizing mixed-use areas. Residents are encouraged to familiarize themselves with the plan and provide feedback during the public review period, as it will be presented to the Town Council in January.

This meeting underscored the committee’s dedication to improving our parks and greenways through strategic planning, community partnerships, and thoughtful policy development. These efforts will directly impact the quality of recreational spaces available to Woodfin residents, ensuring a vibrant and accessible outdoor experience for all.
