Woodfin Planning Board Meeting Recap: May 2, 2023

The Woodfin Planning Board convened on May 2nd, 2023, to discuss ongoing development projects and address community concerns. The meeting, attended by members of the Planning Board, focused primarily on two significant proposals: the Robin Hood Road project and a rezoning request for a large parcel of land near Mundy Cove. This recap provides an overview of the discussions, decisions made, and what residents can expect moving forward.

The meeting began with routine approvals of the agenda and minutes from the previous April meeting, setting the stage for discussions on more substantial matters. Notably, there was no public comment during the designated period, indicating a lack of immediate citizen concerns raised at that time.

The most significant decision made concerned the Robin Hood Road project, spearheaded by Hatter Sky. Facing ongoing discussions with neighbors in North Asheville and the Community Resource & Land Use (CRLU) group to address community feedback, Hatter Sky requested a postponement. The Planning Board unanimously agreed to remove the project from the current agenda and reschedule it for either June or July, allowing Hatter Sky additional time to refine their plans in response to community input. This demonstrates the Board's commitment to ensuring development aligns with resident concerns and fosters collaborative solutions.

The bulk of the meeting centered on a proposal to rezone 197.4 acres located between Mundy Cove Road and Elk Mountain Scenic Highway from its current zoning to Community Shopping (CS2) with conditional zoning. The developer envisions a comprehensive health and wellness retreat, including the existing Sourwood Inn, 64 new guest cabins, a restaurant, retail spaces, an event pavilion, spa treatment rooms, and 36 single-family homes with two Accessory Dwelling Units (ADUs), eight of which would be designated for short-term rentals. This ambitious project sparked considerable discussion, particularly regarding potential impacts on the surrounding community.

Key debate points revolved around traffic concerns – residents voiced worries about increased congestion on Mundy Cove Road and its current condition. The Board acknowledged these concerns, noting that the North Carolina Department of Transportation (NCDOT) will review access points to ensure safety. Discussions also touched on the use of retaining walls, steep slope regulations, and potential noise impacts, especially concerning the proposed short-term rental units. The proximity of the project to the Weaverville Watershed prompted a review of compliance with relevant regulations, ensuring environmental protection. The Board suggested considering alternative terminology for the short-term rental units to better reflect the hospitality focus of the overall development.

Ultimately, no vote was taken on the Mundy Cove Tracks rezoning request during this meeting. The Board emphasized its commitment to preserving Woodfin’s natural character and ensuring any development aligns with the town's comprehensive plan. They acknowledged the developer’s willingness to engage with the community and address concerns, signaling a collaborative approach moving forward.

What's Next for Residents?

  • Robin Hood Road Project: Continue to monitor the project's progress and be prepared to provide input at future meetings.
  • Mundy Cove Tracks Rezoning: Residents should stay informed about the rezoning process and attend future Planning Board meetings to voice their opinions. The Board is expected to vote on the rezoning request at a later date.
  • Stay Connected: Residents with specific concerns or questions are encouraged to contact the Woodfin Planning Board or town officials directly.

This meeting highlighted a careful balancing act between promoting economic development and safeguarding the quality of life for Woodfin residents. The Planning Board’s decisions demonstrate a commitment to community engagement and responsible planning, ensuring that future development considers the unique character of our town.
