PGAC Meeting Recap: Park Design Progress and Committee Updates – September 14, 2022
The Planning & Governmental Advisory Committee (PGAC) convened on September 14, 2022, with a full agenda focused primarily on updates to the ongoing park design project. The meeting included introductions of new members, approvals of routine items, and a detailed review of proposed design changes aimed at enhancing river access and recreational opportunities for residents. Several key decisions were made that will directly impact the park's final design and functionality, as well as internal committee procedures.
A significant portion of the meeting was dedicated to reviewing design updates presented by Jason, outlining changes made at both 60% and 90% completion stages. Discussions centered around several key elements, including the addition of a new river access point with stairs, adjustments to vehicle entrance placement within property lines, and converting existing parking spaces into parallel spots to expand greenway access. Committee members engaged in robust debate regarding material choices, with particular focus on pavement types (exploring grass-based options), the design and placement of river access structures, culvert sizing for effective water management, and incorporating features like a slackline and other play elements to ensure safety and accessibility. The committee also considered adding interpretive signage, potentially collaborating with the Tourism Enhancement Association (TEA) to create an informative kiosk. While a dog wash station was raised as a potential addition, concerns about maintenance and water usage prompted further investigation.
The PGAC made several important decisions during the meeting. The agenda was approved, and a motion passed to recommend Miranda Wyatt’s appointment as a new board member, replacing Bryan. Recognizing the need for streamlined procedures, the committee unanimously approved a recommendation to amend their bylaws to align with the town's existing conflict of interest statement, aiming to reduce perceived administrative burden. Furthermore, the committee expressed support for including a drinking fountain in the park’s design, pending further consideration of potential maintenance challenges.
Community input was a factor in the discussions, particularly regarding the feasibility and practicality of adding amenities like a dog wash station. While no formal public comments were received, the committee demonstrated a commitment to incorporating community desires while balancing practical considerations like maintenance and resource usage. The discussion highlighted the committee's desire for low-cost, value-added features that enhance the overall park experience.
Looking ahead, several action items were identified to keep the project moving forward. Jason will provide digital files of the design updates for committee review. The group will explore options to enhance river access, potentially incorporating islets or other features that facilitate safe and enjoyable water activities. Committee members will also continue to monitor the permitting timeline, anticipating project completion by late summer or fall of 2023. Finally, Shannon will investigate the viability of a dog wash station and report back with further information. Residents can expect to see continued progress on the park design, reflecting a commitment to creating a valuable recreational space for the community.
