Woodfin Board of Commissioners Meeting Recap – January 18, 2022
The Woodfin Board of Commissioners (BOC) convened on January 18, 2022, for a meeting focused on key community development projects, addressing ongoing challenges related to COVID-19, and exploring a potential shift in the town's form of government. The meeting began with a moment of silence and affirmations from Commissioners regarding their commitment to open governance, setting a tone for the discussions that followed.
A significant portion of the meeting was dedicated to approving key development projects. The Board unanimously approved a preliminary plat for Serenity Summit Circle, a subdivision being developed by Gadua LLC (representing the Eastern Band of Cherokee Indians). The revised plan reduces the number of lots to seven, increasing lot sizes and incorporating additional green space – a change welcomed by Commissioners. Following that, the Board approved a rezoning for property located at 810 Elk Mountain Scenic Highway to R43-CZ (Conditional Zoning), allowing the existing inn/hotel use to continue while requiring a detailed site plan review for any future development. Landscape architect Robert Dahl’s presentation and the developer's comments were considered in reaching this decision, emphasizing the importance of adhering to legal procedures and conditional zoning processes.
The Board also addressed pressing concerns related to the ongoing COVID-19 pandemic. Recognizing rising case numbers and their impact on town staff, Commissioners voted to revert all public boards and town board meetings back to a virtual format for the next month, prioritizing the safety of staff and residents. A significant portion of the meeting was also dedicated to discussing updated guidance from the Treasury Department regarding American Rescue Plan (ARP) funding. The Board was pleased to learn of increased flexibility in how these funds can be utilized, potentially opening avenues for supporting general government services and capital projects.
Beyond immediate concerns, the BOC initiated a process that could significantly alter Woodfin’s governance structure. A resolution was approved to explore transitioning from the current Mayor-Commission form of government to a Council-Manager system. Public hearings are scheduled for February 15th and March 15th to gather community input on this potential change, marking a crucial step in the process. Commissioners expressed a commitment to transparency throughout this exploration.
Finally, departmental updates provided insights into ongoing town operations. The Planning & Zoning Department is moving forward with a comprehensive plan update and will be hosting public input meetings. The Police Department reported on monthly statistics and the completion of leadership training programs for officers. Finance projects a year-end budget surplus, and Public Works is continuing paving projects while exploring development options for Riverside Park, including addressing vandalism issues with potential portable restroom solutions.
