Library Advisory Board Meeting Recap – March 12, 2026

The Buncombe County Library Advisory Board convened on March 12, 2026, to discuss ongoing library programs, budget needs, and a critical matter regarding the board's own legal standing. The meeting was attended by all board members, along with Library Director Jason and other staff. Residents can also look forward to library participation in the statewide America 250 NC Celebration, featuring historical displays at six libraries across Buncombe County. The Library Director also presented a budget request to the County Manager, seeking additional funds for physical and digital materials, staff development, and furniture replacement – reflecting the growing demand for both traditional and online library resources. Notably, adult circulation is now 50% digital, a significant shift compared to the 12-13% circulation for children's materials.

Beyond program updates, a crucial discussion arose regarding the Library Advisory Board’s own governance structure. It was revealed that the board's current bylaws may be outdated, referencing a resolution from 2017 and potentially operating under an advisory board structure rather than the originally intended "board of trustees." This raised concerns about the board's legal authority and ability to fully represent community interests. The Board approved minutes from a previous meeting with minor corrections, but the most significant decision was acknowledging the need to formally define the Library Advisory Board's role and powers.

There were no public comments during this meeting, but the discussions highlighted a clear need for action to clarify and solidify the board's legal foundation. Following this discussion, several key action items were assigned to ensure a more robust and clearly defined board structure. Suzanne Yvette and Jason will draft a resolution, drawing inspiration from the Parks & Recreation Advisory Board model, to formally establish the Library Advisory Board and address concerns about meeting quorum requirements. All board members are asked to review this Parks & Recreation resolution, as well as a draft of revised bylaws, and provide feedback. Laina will also consider reappointment when her current term ends, while Tammy and Jason are tasked with providing information on upcoming vacancies. Finally, the board agreed to review the Library Bill of Rights.

This work is essential for ensuring that the Library Advisory Board can effectively advocate for and support the needs of Buncombe County residents. The upcoming resolution and bylaws review will provide clarity on the board’s role, strengthening its ability to guide library services and ensure they remain responsive to community needs.
