Recap of the November 19, 2024 Burke County Board of Commissioners Meeting

The November Commission meeting took place on November 19, 2024, with a full attendance of the Burke County Board of Commissioners. The meeting was marked by numerous recognitions, approvals of key initiatives, and updates on ongoing county projects. This recap summarizes the significant outcomes for Burke County residents.

The meeting opened with a series of well-deserved recognitions, highlighting the dedication and achievements within Burke County. Special praise was given to Kevin Leonard from the NC Association of County Commissioners for acknowledging Burke County's outstanding response and coordination during Hurricane Helene recovery, specifically noting the Foothills Center’s crucial role. Several individuals were also recognized for their professional achievements, including Sheriff's Deputy Dustin McKinney for earning his advanced law enforcement certificate and the EMS team alongside George Hildebrand Fire & Rescue for life-saving efforts. The Burke County Health Department received prestigious awards, including a Gold Award from the USDA and recognition as North Carolina's Health Department of the Year. Finally, Commissioners Carswell and Mulvey received heartfelt recognition for their years of dedicated service to the county.

A significant portion of the meeting was devoted to approving a comprehensive agenda, including a unanimous vote on a consent agenda. This encompassed approvals for quarterly financial data from the Board of Education, declaration of surplus property, appointments to various committees like the Child Protection and Fatality Prevention Team and Council on Aging, and crucial approvals for broadband expansion utilizing a received grant. The Board also approved upset bids on county-owned properties, solidified performance requirements for the administrative recovery court, and authorized improvements to the county's Geographic Information System (GIS) through an agreement with Eagle View Software. Road name changes were also approved, renaming a street in Hawksville to "Green Mountain Court" and designating an unnamed private road as “Line Shop Lane” following a public hearing where one resident voiced support for avoiding individual names.

During the public input portion, residents had an opportunity to comment on the proposed road name changes. A resident spoke in favor of avoiding naming the new road after an individual, which was ultimately considered by the Board. Following public comments, Commissioners addressed several action items. The approval of a Guaranteed Maximum Price (GMP) for the Courthouse Project, which includes basement renovation, courtroom addition, and clerk's office expansion, signifies a major step forward for this significant capital project. The county will also proceed with the broadband expansion project thanks to a recently secured grant, aiming to improve internet access for residents. New appointments were made to the Burke County Planning Board, with Gregory Smith and Damon Patton joining the board. Finally, the County Manager provided detailed updates on various county operations, including improvements to solid waste management (in-house cardboard hauling), water/sewer system upgrades, and ongoing facility maintenance.

The meeting concluded with notable statements from Commissioners Carswell and Mulvey, emphasizing gratitude for mentorship and the importance of respect in workplace interactions. Mark Delahunt, General Services Director, highlighted the positive impact of recent departmental improvements and cost-saving measures.
