Hurricane Helene Community Briefing Recap: A Summary for Buncombe County Residents
On January 22, 2025, the Buncombe County/City of Asheville held a community briefing focused on recovery efforts following Hurricane Helene. The briefing was attended by key officials including County Manager Avril Pender, FSA Executive Director Charles Zink, and City Manager Deborah Campbell.
A primary focus of the meeting was addressing the substantial budget impact Hurricane Helene has had on Buncombe County. County Manager Pender detailed a $17.6 million expenditure reduction plan, impacting various areas including hiring freezes, program reductions in public health and social work, IT infrastructure, animal services, library hours/recreation programming, tax reappraisal funding and conservation easements. A significant decision made during the meeting was a 4% reduction in education appropriations for each district, a move intended to address budget shortfalls. Officials indicated that these reductions may be replenished if state or federal funding becomes available, offering a glimmer of hope for educational programs.
Beyond budget concerns, the briefing covered several critical topics impacting residents directly. The ongoing Code Purple initiative continues to provide shelter and transportation for those experiencing homelessness, a vital service during the current cold weather. Residents were informed about delays in trash and recycling collection due to storm conditions, with crews working diligently to complete the route by Saturday. A presidential visit scheduled for January 24th was also announced, with residents advised to expect significant traffic impacts between 11 a.m. and 2 p.m.
Several programs were highlighted to assist residents affected by the storm. Farmers and forest landowners can access cost-share assistance through the Emergency Conservation Program (ECP) and Emergency Forest Restoration Program (EFRP), with applications due by June 2, 2025. Residents facing difficulty paying heating bills can apply for the Disaster Energy Assistance Program, and those displaced by the storm may be eligible for temporary hotel stays through FEMA’s Transitional Sheltering Assistance (TSA) program, extending until May 26, 2025. Importantly, the deadlines for FEMA assistance and disaster unemployment benefits are approaching quickly – February 6th.
The County is hosting drop-in recovery support sessions at various locations throughout the county (Barnersville Fire Station, Owen High School Cafeteria, Reynolds High School Cafeteria, and Leicester Community Center) to connect residents with available resources. Residents are also encouraged to complete the Hurricane Helene Recovery Community Survey, open until February 2nd. Finally, Clay Chandler provided updates on lead testing efforts, encouraging residents to continue flushing their pipes and consider obtaining a test kit before January 31st.
What's Next? Residents should be aware of the delayed trash collection schedule, apply for available assistance programs before deadlines, and participate in recovery support sessions. County staff will continue to monitor revenues, align recovery efforts with strategic priorities, and work towards finalizing processes for damaged vehicle removal.
