Weaverville Town Council Meeting Recap - November 17, 2025

The Weaverville Town Council held its regular meeting on November 17, 2025, addressing a range of topics from routine administrative matters to a significant discussion surrounding a proposed development project. The meeting, attended by all council members, included presentations from town staff, public comments from residents, and ultimately resulted in several key decisions and a path forward for addressing community concerns.

A significant portion of the meeting was dedicated to discussing the proposed annexation and zoning changes related to 10 Silverwood Farm Road. LTG Development presented plans for a mixed-use development including apartments and single-family homes, sparking considerable debate among council members and raising serious concerns from residents. Public comments highlighted worries about the project’s scale, potential strain on town resources like fire and police services, increased traffic congestion, and the overall financial impact on taxpayers. Several residents also expressed frustration with what they perceived as a lack of transparency regarding the project’s scope, noting discrepancies between initial information and current plans. After a lengthy discussion, the council decided not to take action on annexation at this time, requesting a detailed site plan from the developer and scheduling a public hearing for December 9th to continue the discussion on zoning. This decision reflects a commitment to carefully consider the potential impacts of this development before moving forward.

Beyond the Silverwood Farm Road discussion, the council approved a packed consent agenda that included routine items like approving prior meeting minutes, accepting water lines from Encore Rims Creek (Phase 2), and adopting the Helene Recovery Plan. Town Manager Harris delivered a comprehensive report, highlighting ongoing initiatives including grant applications for the Remskreet Greenway feasibility study and the Main Street Nature Park, as well as preparations for upcoming holiday events like the tree decorating ceremony, parade, and Candlelight Stroll. The council also acknowledged a visit from Advent Health officials and recognized the efforts of Sylvia Landis, who advocated for Weaverville to become a Certified Entrepreneurial Community. A heartfelt moment occurred when Councilwoman Michelle Wood received recognition and tokens of appreciation for her unwavering support of the Hillside Community Center restoration project, a testament to community collaboration and preservation efforts.

Public comment was a vital component of the meeting, providing residents with an opportunity to voice their concerns and share their perspectives. Janice & Horace Weaver passionately presented the history and importance of preserving the Hillside Community Center, while Chip Lambert raised concerns about the potential impact on the local water table related to the Silverwood Farm Road development. Pamela & Keith McCurry echoed these concerns, emphasizing the need for careful consideration of increased density and its potential effects on traffic and crime.

Looking ahead, several action items were identified. The Economic Development Committee will review the possibility of Weaverville becoming a Certified Entrepreneurial Community, exploring how to invest in human resources and foster creativity within the town. LTG Development is tasked with providing a detailed site plan to address council and resident concerns regarding the Silverwood Farm Road project. Town staff will also conduct research into the potential impact of the annexation on town resources and services, as well as investigate water table concerns. The December 9th public hearing promises to be a crucial opportunity for residents to engage in the discussion surrounding the proposed development and provide valuable input to the council.

This meeting underscored the importance of community engagement in shaping Weaverville's future, particularly when considering significant development projects. Residents are encouraged to attend the public hearing on December 9th and actively participate in the ongoing discussion about the Silverwood Farm Road proposal.
