Montreat Town Council Meeting Recap: July 10, 2025

The Montreat Town Council convened on July 10th for a meeting focused heavily on hurricane recovery, ongoing infrastructure projects, and future planning. The meeting saw significant decisions made regarding funding, appointments, and paving contracts, all within the context of addressing recent challenges and laying groundwork for future resilience. Attendance included council members, town staff, consultants, and concerned residents eager to engage in discussions impacting their community.

A major focus of the meeting was addressing the ongoing recovery from Hurricane Helene. Consultant Michelle Withers-Ravenell provided an update on FEMA’s processes and timelines for reimbursement, explaining the critical steps Montreat is taking to document damages meticulously. The council unanimously approved a $79,654.91 cash flow loan from the state to help manage finances during this recovery period, demonstrating a commitment to ensuring financial stability while navigating FEMA’s procedures. Alongside the immediate recovery efforts, discussions centered on stormwater management following recent heavy rainfall, prompting concerns from resident Priscilla Hayner about the town's preparedness.

Beyond immediate recovery, the council approved a $134,465 contract with C&T Paving to address critical road segments including Lookout at Assembly and improvements to the Town Hall parking lot. To supplement funding for this project, a budget amendment was approved allocating $76,700 of Powell Bill funds. This demonstrates proactive investment in Montreat’s infrastructure and a commitment to maintaining safe roadways for residents. The Flat Creek 2040 project, a collaborative effort with Black Mountain to document the creek's ecological significance, also received an update from Bill Seaman. He highlighted its importance as a model for watershed studies and emphasized ongoing funding opportunities for restoration efforts, signaling a long-term vision for environmental stewardship.

Community engagement was evident throughout the meeting. Residents John Asman shared positive feedback regarding the responsiveness of CWS (waste management) following an incident, highlighting a positive experience with town services. Young entrepreneurs Emma Ann Dudley and Geddes were recognized for their initiative in raising $300 to donate towards hurricane restoration, showcasing the community's spirit of giving. The council also unanimously appointed Ashley Manson-Morat to the Tree Board, filling a vacancy and ensuring continued dedication to Montreat’s green spaces. A memorial is planned by the Tree Board to honor the late Brad Hester, a valued member of the community.

Looking ahead, several key action items emerged from the meeting. The town will continue coordinating with FEMA and its program delivery manager, Michelle Miller, to secure reimbursement for recovery projects. Consultants will assess stream bank damage and explore mitigation opportunities. Police Chief Jeff Eaton encouraged residents to directly contact him with any safety or infrastructure concerns, fostering open communication between the town and its citizens. The next Town Council meeting will be scheduled soon to continue these important discussions and address any emerging issues. This meeting underscored the town's commitment to both immediate recovery efforts and long-term planning for a resilient Montreat.
