Weaverville Town Council Regular Meeting Recap Date: January 27, 2025
The Weaverville Town Council convened for its regular meeting on January 27, 2025, at 6:00 p.m. in the Weaverville Community Room. The session included standard procedural items, departmental reports, and substantive discussions regarding zoning, annexation, and community policy. The Council approved the minutes from the December 10, 2024, workshop and the December 18, 2024, special called meeting. Additionally, the agenda was approved with a minor adjustment to remove a Planning Board appointment item. Several items were passed via the consent agenda, including the monthly tax report, conflicts of interest policy, budget amendment, and various board appointments. The Council also approved the Cooperative Interlocal Agreement for wayfinding signs and the Comprehensive Land Use Plan Update. Code amendments were approved with the understanding that a public hearing is scheduled for February 24, 2025.
Significant discussion focused on two major zoning and annexation proposals. The Council unanimously approved the annexation and conditional district zoning for the AdventHealth Buncombe County Campus project, which involves a 67-bed hospital and associated facilities on approximately 7.30 acres near Ollie Weaver Road and US Highway 25/70. Regarding the property at 21 Parker Cove Road, the Council approved the annexation and conditional district zoning after noting changes to the proposal, which now includes 27 units, a vegetative buffer, and greenway easements. This decision came after public comment expressing opposition to the original density and impact on surrounding properties. The Planning Board had previously found the initial conditional district unreasonable, recommending traditional zoning instead.
Public comments highlighted community engagement on several issues. Residents spoke in support of the Buncombe County non-discrimination ordinance and raised concerns about a tree problem on a private property. Following these comments, the Council approved a resolution supporting the Buncombe County non-discrimination ordinance, directing staff to draft additional language regarding enforcement and setting an effective date of May 1, 2025. The Council also addressed donations from Weaverville, California, agreeing to use the funds to repair playground equipment at Lake Louise as part of hurricane relief efforts.
Administrative updates were provided by the Interim Town Manager, Finance Director, and Planning Director. The Interim Town Manager reported on the completion of the Fire Station Solar Panel Project, debris removal status, and the operation of the FEMA Disaster Recovery Center. The Finance and Planning Departments presented their quarterly reports, detailing expenditures and zoning permits issued. The Council received a report on the Human Resources audit, which highlighted areas for improvement. No specific follow-up actions were explicitly assigned to individual members during the discussion of these reports, though staff were directed to draft ordinances for the Parker Cove Road project for formal action at the next meeting.
