Weaverville Town Council Meeting Recap – March 25, 2024

The Weaverville Town Council convened on March 25, 2024, addressing a range of topics impacting the town's future. The meeting included presentations, public hearings, and discussions focused on annexation, environmental regulations, public safety, financial planning, and community concerns. A full list of approved minutes and financial reports can be found on the town website.

A significant portion of the meeting centered around annexation and zoning decisions. The Council unanimously approved both the annexation and R3 zoning for a property located at Six Pleasant Grove Road, paving the way for potential residential development on this approximately 6-acre parcel. Regarding a larger project at Nine Pleasant Grove Road, which includes plans for a 40-unit townhouse development on roughly 10.5 acres, the Council agreed to postpone action until June at the developer’s request. This delay allows for further refinement of civil engineering plans, ensuring a well-considered approach to this substantial development.

Beyond zoning, the Council approved text amendments to Chapters 13 and 20 of town ordinances, strengthening environmental protections. These changes clarify regulations regarding steep slopes, mountain ridge preservation, and stormwater management – vital for maintaining Weaverville's natural beauty. Minor adjustments were made to accommodate existing variances along Long Street and clarify rules for charitable events like car washes, demonstrating a commitment to both environmental stewardship and community flexibility.

The Council also engaged in discussions surrounding public safety, reviewing a proposed agreement with Buncombe County for the Public Safety Interoperability Partnership (PSIP). This partnership is crucial for enhancing communication and data sharing among emergency responders, ensuring a coordinated response to critical incidents. While supportive of the agreement's goals, the Council will continue reviewing its details as part of the budget process.

Financial matters were also on the agenda, with a presentation by Shannon Moore from Withers-Ravenel detailing a comprehensive financial analysis and rate study for the town's water fund. Moore highlighted the fund’s strong performance while outlining projected capital needs over the next decade, including a potential expansion of the water treatment plant. The Council received this presentation and will consider these recommendations as part of their upcoming budget deliberations, which include workshops scheduled for March 19th and April 16th.

During the public comment period, resident Bo Platt voiced concerns about retaining skilled town employees, emphasizing the need for cost-of-living adjustments. This highlighted a key concern within the community regarding workforce stability and fair compensation.

Looking Ahead: Several action items emerged from the meeting, including continued review by the Planning Board regarding short-term rentals. Residents interested in contributing to the town’s efforts in preserving its natural environment are encouraged to apply for positions on the Tree Board. Finally, mark your calendars for April 26th – Weaverville will be celebrating Arbor Day with a tree planting ceremony. The town is also working to begin street milling and paving projects in the coming weeks.

This meeting demonstrated a proactive approach from the Weaverville Town Council, addressing key issues related to development, environmental protection, public safety, and financial sustainability. Residents are encouraged to stay informed about these ongoing processes through the town's website and participation in upcoming budget workshops.
