Planning & Zoning Commission Meeting Recap: April 25, 2024
The Montreat Planning & Zoning Commission convened on April 25, 2024, to address a range of topics impacting the town's development and safety. The meeting included routine business, subcommittee updates, public input, and several key decisions that will shape Montreat's future. This recap provides a clear overview of the discussions and outcomes for residents.
A significant portion of the meeting focused on subcommittee work. The Hillside Development Subcommittee continues its review of hillside development ordinances, currently examining properties with slopes greater than 40% to determine occupancy regulations. They will continue meeting monthly (June 5th, July 11th, August 14th, and September 25th) with Liz serving as chair. The Sign Ordinance Committee presented proposed updates to the town's sign regulations, including clarifying definitions for terms like "flag" and "banner," modifying existing signage rules, and adjusting temporary sign guidelines. These changes are expected to be presented for full Commission approval in July, so residents should anticipate further information on this topic.
The Commission also dedicated time to the implementation of Montreat’s Comprehensive Plan, specifically focusing on objectives related to environmental conservation, short-term rentals, hazard mitigation, and public education. Following consultation with the North Carolina School of Government, the Commission decided against pursuing regulations specifically targeting short-term rentals. They determined that state law limits their ability to do so and will instead rely on existing zoning regulations applicable to all residential uses. Regarding hazard mitigation, the Commission voted to move forward with implementation of the Hazard Mitigation Plan as proposed, requesting guidance from the Board of Commissioners on specific action items.
During the public comment period, residents voiced concerns about traffic safety on Assembly Drive, particularly for pedestrians and families. Another resident highlighted the need for a proactive plan addressing proper disposal of hazardous materials within Montreat. These concerns were acknowledged by the Commission and will inform future discussions.
Several key decisions were made during the meeting, including approving the agendas and minutes from previous meetings (January 18th and February 14th), with minor corrections made to ensure accuracy. Liz was formally confirmed as the chair of the Hillside Development Subcommittee, and the Commission agreed to consider the Sign Ordinance Committee's recommendations at their July meeting. The commission also approved pursuing implementation of the Hazard Mitigation Plan, requesting guidance from the Board of Commissioners.
Looking ahead, several action items were assigned to ensure progress on key initiatives. Zoning Administrator Kayla will prepare a document outlining zoning ordinance changes related to new state regulations for review in July. Commissioner Hinkle will collaborate with Town Manager Savannah to develop a plan for the safe and proper disposal of hazardous materials. Residents can expect further discussion on the proposed sign ordinance changes at the July meeting, and the Hillside Development Subcommittee will continue its ongoing review.
