Agenda Review Meeting Recap: November 3, 2025

On November 3, 2025, the Agenda Review meeting was held, providing an update on various town projects and initiatives. The meeting included a public comment period, approval of routine consent agenda items, and detailed discussions on upcoming projects impacting our community. This recap summarizes the key decisions, discussions, and next steps for residents to stay informed.

A significant portion of the meeting was dedicated to approving a consent agenda, which passed unanimously. This included authorizing over $13,000 in tax releases and refunds, approving an additional $130,000 for the FEMA-funded Helene damage repair project (nearing completion), and formally recognizing Susan Heffner's promotion within the Finance Department. Ms. Heffner will transition from Deputy Tax Collector/Accounting Technician to Deputy Finance Officer immediately and is slated to become the official Tax Collector starting January 1st. A pizza lunch will be held on November 8th to celebrate Candy Broom’s impressive 30+ years of service before her retirement.

The Council also engaged in important discussions regarding upcoming infrastructure projects. Trevor Towne-Mandrew and Jabo Pressley presented a proposal for the 2026 Street Resurfacing Project, outlining plans to improve approximately half a mile of streets within budget. Prioritized areas include Mattapathway Drive, Walk Forward, and portions of Starr, Breyer, and Berry Streets. Stafford Court is a particularly high priority due to the need for sewer line work alongside resurfacing. McGill Associates will conduct an assessment of Stafford Court to determine accurate costs, with the Council expected to review these findings in December. Coordination with the Stafford Court Homeowners Association regarding parking during construction is also planned.

Finally, an update was provided on the Five-Year Capital Improvement Plan (CIP). Most projects outlined in the current plan are complete, and department heads have been asked to submit new project requests by November 26th. The Council will review these submissions and present a proposed plan for final approval in December. Funding for the CIP comes from six cents of the town's tax levy, and residents are encouraged to share any potential capital project ideas with the Town Manager.

Beyond formal business, the meeting included a unique public comment from Joe Black who presented an engaging demonstration involving everyday objects. The Council also received positive feedback on the recent Halloween Crawl at Billmore Community Park, which drew over 1,000 attendees. The Veterans Salute Breakfast at Fernleaf Wilderness Campus was also a success, highlighted by the presentation of a quilt from Quilts for Valor Foundation. Finally, Public Works will now be handling debris removal (brush piles and stumps) after the county was unable to complete the task, utilizing an in-house solution estimated at $4,700.

Looking Ahead: Residents can expect further updates on the Stafford Court assessment in December, along with a review of the proposed Five-Year Capital Improvement Plan. Department heads are currently gathering project requests, and citizens are encouraged to reach out with any suggestions for future capital projects.
