Morganton City Council Meeting Recap: March 2, 2026
The Morganton City Council held its regular session on March 2nd, 2026, focusing on recognizing long-standing employees, approving key infrastructure projects, and initiating a major update to the city's development regulations. Longtime Electric Services lead line clear crew member Billy Costner received a 25-year service pin, while Chris Ferris, lab supervisor in Water Resources, was recognized for 20 years of service. Special recognition went to Police Department K-9 Jaros and his handler, PSO Stacey Huffman, for their exceptional service in tracking, narcotics detection, and community outreach. The council unanimously approved a resolution allowing Jaros to fully retire and reside with Huffman, acknowledging the strong bond between them. Finally, resolutions were passed recognizing the leadership of retiring Directors Brooks Kirby (Electric Services) and Brad Boris (Water Resources).
Beyond recognizing departing employees, the council approved two major projects with significant community impact. They voted to approve a contract with Wildlands Engineering for $384,652 to design and rebuild the Rocky Ford Greenway, which suffered extensive damage due to recent flooding. Funding for this project will come from a cash flow loan and anticipated FEMA reimbursements. The council also approved a contract with Kimley Horn for $238,000 (plus contingency) to conduct a comprehensive review and update of the city's Unified Development Ordinance (UDO), which governs zoning and development. City Manager Wendy Smith emphasized the importance of this update, noting that opportunities for public input will be provided throughout the 18-month process.
Finally, residents should note that the city's business office will be temporarily closed from March 16-20 to transition to a new utility billing software system. During this period, customers will receive new account numbers and instructions on accessing the updated system. The annual Easter egg hunt is also scheduled for March 28 at Catawba Meadows Park, providing a fun community event.
