Morganton City Council Meeting Recap – February 9, 2026

The Morganton City Council convened on February 9th, 2026, following a postponement due to inclement weather. The meeting saw strong community engagement and focused on recognizing city employee dedication, approving key infrastructure projects, and addressing local concerns. A notable highlight was the recognition of City Manager Sally Sandy for her prestigious "Local Government Manager of the Year" award, a testament to her leadership and commitment to Morganton.

A significant portion of the meeting was dedicated to acknowledging the tireless efforts of city employees across various departments in responding to recent severe weather events, particularly the ice and snowstorms. Special recognition was given to Public Works, Distribution & Collection, Water Resources, and Electric departments for their crucial roles in ensuring the city’s continued operation. The Council formally approved resolutions honoring long-serving employees Tammy Kilpatrick (24+ years of service) and Jeff Beach (25 years as a concrete finisher), demonstrating appreciation for their dedication.

Beyond recognizing employees, the Council addressed several important issues impacting Morganton residents. Following a public hearing, they approved an amendment to parking regulations on the 100 block of North Green Street, reverting to a three-hour limit. This change aims to alleviate congestion and better support local businesses operating in the downtown area. A contentious issue arose during a public hearing regarding a rezoning request for 595 Cosby Road. While concerns were voiced by residents about increased truck traffic, the Council ultimately approved rezoning 6.15 acres from Exclusive Industrial District to High-Intensity District, paving the way for a potential truck stop/convenience store development. City staff will be monitoring traffic on Cosby Road to address any concerns that arise following this decision.

The Council also approved a major infrastructure project, awarding a $2,933,389 contract to Wilkie Construction for the replacement of the River Village Boardwalk. This project, supported by grant funding, will utilize flood-resistant materials to improve the boardwalk’s resilience against future flooding events. Furthermore, budget amendments were approved to receive and transfer $1,359,103 in FEMA funding related to Hurricane Helene recovery efforts. The Council also approved a change order for McAdams, providing structural engineering design services at the Catawba Meadows concession building.

Looking ahead, the City Council will hold a workshop on February 27th at the Morganton Community House. The city is also actively preparing for a special flag display commemorating the nation's 250th anniversary. City staff will continue to explore grant funding opportunities for various projects, including the Catawba Meadows restoration. Overall, this meeting demonstrated a commitment to addressing both immediate challenges and long-term investments in Morganton's infrastructure and community.
