The Agenda Review meeting was held on July 1, 2024, and focused on several key initiatives impacting the community. The meeting began with an opportunity for public comment, which was not utilized by any residents. Following a quick approval of the consent agenda (routine items requiring no discussion), the Council moved into discussions on several significant topics.
A highlight of the meeting was Tax Collector Candy Boom’s presentation of the year-end report for 2023. The town demonstrated a remarkable collection rate of 99.8%, recovering approximately $10,000 in back taxes thanks to the effective use of "NC Cash," a process involving unclaimed property garnishment. A detailed list of individuals with outstanding balances was provided for informational purposes, spanning from 2023 to 2027.
The Council also gave significant attention to a potential opportunity to extend the Cane Creek Greenway. Rebecca Robinson presented information regarding a state grant offering between $100,000 and $500,000 for trail projects, requiring a one-to-one matching contribution. The proposed extension would connect the park across Fern Leap, under the railroad bridge and highway 25, then along the creek. Following discussion about potential costs (particularly engineering work for underpasses), the Council voted to proceed with applying for the grant, targeting a request in the $400,000 range, with consideration given to potentially increasing that amount to leverage landowner contributions for easements. McGill Associates will assist with the grant application, anticipating a 20% increase on the 2022 appraisal to account for rising costs. This project, if successful, promises expanded recreational opportunities for residents and potential future connections to the French Broad River.
Beyond these major items, Town Manager updates provided insights into ongoing initiatives. The town is collaborating with Retail Strategies to develop a plan for attracting businesses to the Town Center project, generating interest from Buchanan Construction and Realty One. A vacancy on the Tourism Development Authority (TDA) board, resulting from Jeremy Weber’s departure, was addressed with a nomination of Roy Babel. The Council will follow standard procedures for the appointment, including advertising the vacancy. Finally, Crown Castle's decision to relocate a proposed facility outside of Fletcher’s jurisdiction was noted. The town is also piloting a summer concert series at the former Southern T golf course to gauge community interest in utilizing the property for events.
What's Next?
Several key action items emerged from the meeting: McGill Associates will be working on the Greenway grant application; the TDA board appointment process will proceed through standard channels; and Crown Castle is moving forward with its facility relocation. Residents can expect to see further updates on the Greenway grant application process in upcoming meetings and communications. The summer concert series will provide an opportunity for residents to engage with the town and offer feedback on potential future events at the former Southern T golf course.
