Recap of the June 3, 2024 Agenda Review Meeting

The Agenda Review meeting held on June 3, 2024, addressed a range of topics impacting Fletcher residents and the community's future. The meeting included public comment, council updates on various committees, a consent agenda with significant zoning implications, and discussions regarding ongoing community concerns. This recap summarizes the key outcomes and next steps for residents to stay informed.

A significant portion of the meeting centered on the BSC Holdings residential development planned for 150 Cain Creek Road. The council unanimously approved an extension to the conditional zoning permit, allowing BSC Holdings additional time (until December 31, 2026) to complete crucial infrastructure work. This development will ultimately bring 311 residential units – apartments, townhomes, and single-family residences – to Fletcher. While the project has faced delays due to factors like the pandemic and floodplain challenges, it’s now moving forward with grading plans approved by Henderson County. Notably, the project has been slightly revised to reduce the number of units by 12 due to floodplain restrictions, with townhouses primarily designed as one-story homes. Residents should anticipate seeing erosion control measures implemented soon, followed by clearing and tree removal as construction gets underway.

Beyond the BSC Holdings development, several other important matters were discussed. Residents raised concerns about noise emanating from the Wilson Arts plant, particularly regarding steam releases, prompting the council to investigate potential mitigation measures with plant management. Another resident highlighted an ongoing issue of a vehicle consistently obstructing visibility at the intersection of Hooper Creek Road and Souther Road, leading to a commitment from the council to contact the North Carolina Department of Transportation (DOT) for resolution. A major traffic disruption was also announced: US 25 will be completely closed in both directions for approximately two to three days around June 14th to facilitate construction of a diverging diamond interchange. Residents are strongly advised to plan alternate routes during this period.

The meeting also included a brief public comment period where Leroy Black voiced concerns about overgrown trees obstructing visibility along Howard Gap Road near Costas Restaurant. The council acknowledged this safety hazard and will investigate whether the land is public or private property to determine appropriate action. Finally, the council discussed an upcoming visit from a retail strategies consulting firm, scheduling a lunch meeting on June 19th to receive an initial briefing on their findings. The town is also awaiting results from grant applications submitted to Conserving Carolina and the Great State Trails Program.

What's Next? Residents can expect several actions to follow from this meeting: the town will investigate tree obstruction along Howard Gap Road, notify residents about the US 25 closure, monitor the BSC Holdings development, investigate noise concerns at Wilson Arts, and address the obstructive parking on Hooper Creek Road. The council will also meet with the retail strategies consultants next week and await results from pending grant applications. These ongoing efforts demonstrate the town’s commitment to addressing community concerns and planning for Fletcher's future.
