Town Council Recap: Meeting of March 11, 2024

The Town Council held its regular meeting on March 11th, 2024, addressing a range of topics impacting the community. The meeting began with standard procedural items including the Pledge of Allegiance and approval of prior meeting minutes, ensuring accurate record-keeping. This recap highlights the key decisions made, discussions held, and upcoming actions for residents to stay informed about their local government.

A significant portion of the meeting focused on financial matters and addressing past discrepancies. The Council unanimously approved Budget Ordinance #3, correcting an underpayment to Mills River Fire Rescue stemming from a valuation error on a local property. This action ensures proper funding for essential fire and rescue services. Furthermore, the Council approved a recommendation from Assistant Manager Heather Taylor to allocate $850,000 towards paying down existing debt – specifically the Truist project and a USDA loan for the Town Hall. This strategic move is expected to save taxpayers considerable interest payments, demonstrating a commitment to responsible financial management. A budget amendment reflecting this decision will be presented at the April meeting for final approval.

Beyond finances, the Council addressed several planning and development initiatives. Robin Mondin was unanimously appointed to fill a vacancy on the Planning Board, bringing valuable experience to this important advisory body. A key discussion centered around a proposal from Retail Strategies, a consulting firm specializing in retail analysis. The Council is considering engaging this firm to identify gaps in the local retail market and explore potential businesses for the Town Center project. A detailed presentation from Retail Strategies is scheduled for the April meeting, allowing residents to learn more about this initiative. Finally, after noting a lack of interest from potential buyers, the Council voted to remove the town's 6.76-acre Meritorial property from active listing with the Partnership for Economic Development, preserving it as a potential site for future public works or parks & recreation facilities.

The Town Manager’s report provided updates on several ongoing initiatives and upcoming events. Residents can look forward to opportunities for free mulch from Public Works, as well as a community shredding/e-waste recycling event and medication drop-off (Pill Drop) on April 20th. The Town is also actively pursuing grant opportunities to extend the Greenway Trail, including a potential $500,000 grant. Discussions with state and federal legislative representatives are underway to advocate for the town's interests, while exploring county funding opportunities for stream restoration that could benefit the Greenway Trail. A draft of a paying classification update is currently under review, which will be presented to the Council in April.

The meeting concluded with a closed session dedicated to contract negotiations, ensuring confidentiality regarding sensitive discussions. Overall, the March 11th Town Council meeting demonstrated a focus on financial responsibility, planning for future growth, and providing valuable services to residents. Residents are encouraged to attend the April meeting to hear the Retail Strategies presentation and learn more about upcoming initiatives.
