Morganton City Council Meeting Recap: April 7, 2025

On April 7, 2025, the Morganton City Council convened for its regular meeting, addressing a range of topics from employee recognition to significant financial and development decisions impacting the city. The meeting, attended by all council members, featured a mix of celebratory moments and crucial discussions regarding the city's ongoing recovery from Hurricane Helene and future growth.

A significant portion of the meeting was dedicated to recognizing long-serving city employees. The council formally honored Jason Whiston, Director of Public Safety, upon his retirement after 31 years of service and a remarkable family legacy spanning over eight decades within the city government. Fellow employees Wallace Chambers, Teresa Powell, and Shane Roper were also recognized for their 20, 25, and 25 years of dedicated service respectively. Additionally, City Manager Sally Sandy was celebrated for receiving the Burke County Chamber of Commerce Women's Leadership Trailblazer Award, culminating in a surprise birthday celebration for her. Finally, the council extended congratulations to Malik Harris on his victory in the North Carolina State Department of American Legion Oratorical Contest, wishing him well as he progresses to national competition.

Beyond recognizing individuals, the council made several key decisions shaping Morganton's future. A unanimous vote approved the voluntary annexation of three parcels owned by Madcap Adventures, accompanied by a zoning change from Burke County R1 to Morganton Medium Intensity District (MID). This move aligns with the city's comprehensive plan and paves the way for potential development in that area. The council also approved a rezoning of 810 West Fleming Drive from MID to High Intensity District (HID), which could facilitate future development projects. A point of contention arose during the discussion surrounding this rezoning, with resident Tim Guffey voicing concerns about potential negative impacts on the historic character of the neighborhood and nearby properties. Council members acknowledged these concerns, emphasizing a commitment to balancing development with preserving Morganton’s unique heritage.

The meeting also focused on addressing the financial fallout from Hurricane Helene. The council approved a budget amendment transferring $200,000 from the electric fund to the Hurricane Helene Storm Fund and accepted over $538,000 in insurance reimbursements. Furthermore, they approved a contract with Wildlands Engineering for $153,000 to design and oversee repairs at Bethel Park. The city anticipates receiving an additional $844,274 in FEMA reimbursements for storm-related expenses. In a move to support local businesses, the council approved an amendment to the 2024 Community Development Block Grant (CDBG) budget, allocating $60,000 to assist small businesses with loans, specifically aiding Town Tavern in its reopening. Finally, the council approved a contract amendment for their financial billing system and authorized the purchase of six new golf carts for Parks and Recreation to replace those damaged during the hurricane.

Looking ahead, several action items were identified. The city will continue working with FEMA and insurance companies to finalize storm-related reimbursements, alongside ongoing silt removal and repairs at Catawba Meadows Park. The transition to the new Tyler Technologies financial billing system is expected to be completed by year-end, and ongoing HR and technology upgrades are planned. The council’s decisions reflect a commitment to both honoring dedicated public servants and addressing critical issues facing the city, ensuring Morganton continues to thrive while preserving its unique character.
