Commercial structures retain a similar threshold. This change aims to streamline recovery efforts for residents impacted by events like Hurricane Helene, offering a more flexible path to rebuilding.

The most debated item of the evening was the rezoning request from Four Star USA Real Estate Group for Phase Two of Half Moon Heights, a proposed development of 59 single-family homes on approximately 20.66 acres along Old Sunset Hill Road. The discussion centered heavily on wetland protection, with residents expressing concerns about the developer's plan adequately safeguarding these sensitive areas. Traffic congestion and the need for improved infrastructure were also prominent concerns raised by residents during public comment. Ultimately, the council approved the rezoning with several conditions designed to address these concerns. These include the construction of a left-hand turn lane on Old Sunset Hill Road, stringent stormwater management requirements, preservation and planting of trees to meet ordinance standards, and ongoing monitoring of wetland health.

Beyond zoning matters, the council approved the annexation of two small and larger parcels of land, paving the way for future development along Old Sunset Hill Road. The meeting also included recognition of several city employees as "Most Valuable Players" for their contributions to the city, and a comprehensive update on the City’s Sustainability Plan – highlighting ongoing energy efficiency projects, solar installations, tree planting initiatives, and water conservation rebate programs. Public comment was heard from four residents addressing a range of topics including appreciation for local government, concerns about the new paid parking system, support for zoning changes to assist residents displaced by Hurricane Helene, and a call for greater diversity and inclusion efforts.
