Town Council Addresses Lakeview Center Repairs at Special Called Meeting

On October 28, 2025, the Town Council convened a special called meeting at Town Hall to address urgent repairs needed at the Lakeview Center for Active Aging, a vital resource for Black Mountain’s seniors and other residents. The meeting, attended by all twelve council members, focused primarily on a budget amendment to facilitate temporary repairs and navigating the complexities of obtaining necessary permits.

The core discussion revolved around a $15,000 budget amendment drawn from the general fund to cover engineering design and construction costs for a temporary repair of the Lakeview Center’s stairs. Council members acknowledged the pressing need to reopen the center, emphasizing its importance for community programs and senior well-being. A significant portion of the meeting was dedicated to understanding the regulatory hurdles involved, particularly concerning floodplain regulations and building permit requirements. Council Member Jessica provided detailed explanations of these regulations, highlighting the need for both a standard building permit and a floodplain development permit due to the center's location. Concerns were raised about streamlining the permitting process while ensuring compliance with state and federal laws, particularly given the need for engineer sign-offs on public building repairs. The council ultimately agreed to utilize Arete Engineering, a firm already contracted by the town, to prepare the necessary engineering documents and navigate the permitting process.

While there was no formal public comment period, a notable exchange occurred regarding the council’s efforts and dedication to resolving the issue. Council Member Archie passionately reminded attendees of Black Mountain's resilience during past crises, particularly following the significant natural disaster in November 2024. He emphasized the importance of respectful dialogue and community unity, acknowledging that frustrations surrounding delays were understandable but should not detract from the council’s commitment to finding a solution. The Mayor, throughout the meeting, expressed frustration with the delays and a desire to expedite the repair process.

The council unanimously approved (12-0) the $15,000 budget amendment. They also authorized staff to proceed with the repairs utilizing Arete Engineering and, subsequently, soliciting quotes from licensed general contractors once the design is complete and permits are secured. The next steps involve Arete Engineering preparing sealed engineering documents, the Town staff applying for both a building permit and a Floodplain Development Permit, and then seeking contractor bids. If Arete Engineering is unable to complete the work in a timely manner, staff will issue an RFQ (Request for Qualifications) for professional engineering services.

This meeting represents a crucial step towards restoring the Lakeview Center to full operation and ensuring that vital programs for seniors and other residents can resume. While the temporary repairs represent an immediate solution, the council acknowledged that long-term reconstruction planning remains a priority.
