Black Mountain Town Council Recap: Addressing Storm Recovery and Planning for the Future (November 12, 2024)

The Black Mountain Town Council convened on November 12th, facing a packed agenda largely driven by the ongoing recovery from Tropical Storm Helene and forward-looking planning initiatives. The meeting, held due to temporary relocation stemming from the storm's impact, saw council members address critical issues impacting residents and shaping the town’s future.

A significant portion of the meeting was dedicated to assessing and coordinating storm recovery efforts. Updates were provided by various departments, including Police, Fire, Public Works, Finance, Planning & Development, and Recreation & Parks. The council acknowledged the dedication of town staff and volunteers in responding to the storm’s aftermath, with particular recognition given to Black Mountain firefighters for their performance during a recent structure fire. The Public Works Department is currently focused on water system improvements, infrastructure repairs, and addressing issues at the Lakeview Center. Residents were informed that the town remains under a boil water notice due to reliance on Asheville's water system, and discussions are underway regarding long-term solutions, including exploring well development options.

Beyond immediate recovery, the council engaged in important discussions about future planning. A key decision was to initiate the process of amending town ordinances regarding mobile retail vendors, including defining them and setting limits per district. Public hearings are scheduled for December 9th to gather citizen input on these proposed changes, a move intended to balance supporting local businesses with maintaining the town's character. The council also ratified a contract with IEM International, Inc., a disaster assistance and management services firm, to provide support for FEMA recovery efforts. This contract will help the town navigate complex federal processes and secure funding to rebuild and strengthen infrastructure.

Community voices were heard during the meeting, with Phyllis Parker of Chapel Road expressing concerns about repeated flooding impacting her property due to water tanks on Allen Mountain. The council committed to investigating these concerns and exploring potential solutions. Melinda Hester from the Black Mountain Swannanoa Chamber of Commerce offered thanks to town staff and council for their efforts during storm recovery, highlighting the community’s appreciation.

Key Outcomes & What's Next:

  • Storm Recovery Continues: Town departments will continue working diligently on infrastructure repairs and addressing the ongoing challenges related to storm recovery. Residents are encouraged to stay informed through the town's website and social media channels.
  • Mobile Vendor Regulations Under Review: Residents are encouraged to attend the public hearing on December 9th to share their thoughts and perspectives on proposed changes to mobile vendor regulations.
  • Disaster Preparedness Enhanced: The partnership with IEM International will provide valuable expertise and support as the town navigates FEMA recovery processes.
  • Action Items: The council directed staff to follow up with Asheville regarding the boil water notice, investigate flooding concerns on Chapel Road, and schedule a presentation from IEM for the December council meeting.

This meeting underscored Black Mountain’s commitment to both addressing immediate needs and planning for a resilient future. The council's decisions reflect their dedication to supporting residents, fostering economic vitality, and ensuring the town’s long-term well-being.
