Burke County Board of Commissioners Pre-Agenda Meeting Recap – June 1, 2026

On June 1, 2026, the Burke County Board of Commissioners held a pre-agenda meeting to review items slated for discussion and potential action at their full board meeting on June 15th. Commissioners were present (with the exception of Mr. Britton), along with key county staff including the County Manager, Attorney, and representatives from state agencies like the State Auditor's Office. This meeting served as a preliminary review, allowing for discussion and preparation before the formal public meetings.

A significant portion of the meeting focused on items planned for recognition and presentation at the June 15th meeting. The Board discussed recognizing four county employees – Director Brian Christie, Deputy John McKinney, Trooper Ben Phillips, and Public Safety Officer Justin Walker – for their life-saving actions in a recent incident involving a recruit. Additionally, the Board will recognize graduates of the Spring Citizens Academy, providing them with insight into the budget process and an opportunity to offer feedback. Updates on the Burke County Rescue’s annual report, Lake James cleanup efforts, and a presentation from Howard Morgan of the Lake James Wildlife and Nature Society are also on the agenda for June 15th.

Beyond recognition, discussions centered around several key policy and budgetary matters. The County Manager provided a brief overview of the recommended Fiscal Year 2026-27 budget, which was previously presented in May. A public hearing will be held on June 15th to formally consider approving this budget, a crucial step in determining how county funds will be allocated. A notable discussion involved the USDA Beaver Management Assistance Program (B-MAP), which provides valuable support to landowners dealing with beaver dams. Burke County is benefiting significantly from this program, saving approximately $11,300 annually through consultations, trapping services (at a fee), and controlled dam management techniques. A slight decrease in funding for the Home and Community Care Block Grant (HCC BG), which supports services for older adults, was also noted.

Several appointments were addressed during the meeting. The Board approved the appointment of Travis Isaacs as the new Tax Administrator, and he was officially sworn in. They also discussed the upcoming appointment to the Veterans Service Board, with a plan to appoint Miss Loretta Welcher. Finally, applications are being reviewed for the Western Piedmont Community College (WPCC) Board of Trustees to fill a current vacancy.

While there were no public comments during this pre-agenda meeting, Commissioner Barrier voiced concern regarding low attendance at a recent child abuse prevention awareness event. She suggested exploring strategies to increase community engagement, highlighting the importance of raising awareness about this critical issue.

Looking ahead, the Board will continue discussions on all items reviewed during this pre-agenda meeting at their next full board meeting on June 15th. The County Manager will prepare a detailed budget presentation for that meeting, and applications for the WPCC Board of Trustees are currently under review. The County Attorney will also be reviewing proposed amendments to the Veterans Service Board bylaws. Residents are encouraged to attend the June 15th meeting and participate in the public hearings regarding the zoning map amendment (25-24 Branch Drive) and the FY 2026-27 budget. These decisions will directly impact county services, property values, and the overall financial health of Burke County.
