Swannanoa Small Area Plan Steering Committee Meeting Recap – April 13, 2026

On April 13, 2026, the Swannanoa Small Area Plan Steering Committee convened to continue refining revisions to the area plan. The committee also considered incentives for developers to incorporate backup power and water systems into new construction, a topic that will require further investigation.

Several key decisions were made during the meeting: The committee formally agreed to direct staff to research Destination Stewardship Councils, a move that reflects their commitment to proactive community planning. They also amended language regarding “social districts,” shifting from outright support to a more exploratory approach, and added a reference to the iconic covered bridge within the plan. Notably, after careful consideration, the committee decided against altering existing language concerning floodplain management.

The meeting concluded with a clear outline of next steps. Staff will now research Destination Stewardship Councils, review and revise language related to social districts and the covered bridge, investigate flood mitigation options at the Whitson Bridge, and explore existing community development programs that could incentivize developers to provide essential infrastructure like backup power.
