Asheville-Buncombe Air Quality Board Meeting Recap - May 14, 2026

The Asheville-Buncombe Air Quality Board convened on May 14, 2026, to address a number of crucial issues related to local air quality management and the agency's ongoing transition within Buncombe County. The meeting, attended by board members, staff, and interested community members, focused heavily on budgetary matters, permit approvals, regulatory updates, and the future structure of air quality oversight in the region.

A significant portion of the meeting centered on the agency's upcoming integration into the Buncombe County budget for Fiscal Year 2027 (FY27). Ashley presented a detailed overview of the proposed budget, outlining adjustments including the elimination of a vacant position. Following discussion about potential impacts and funding sources (including EPA grants), the board voted unanimously to recommend the FY27 budget to the County Commissioners. This recommendation serves as a preliminary step, pending finalization of the county's overall budget on June 2nd. The board acknowledged the importance of collaboration with the County Commissioners throughout this transition process, recognizing that effective communication and partnership will be key to ensuring a smooth shift.

Beyond budgetary discussions, the board approved several important actions impacting local air quality management. A new permit was unanimously granted for an air curtain incinerator, allowing the facility to burn storm debris and potentially other materials. The board also received an update on proposed EPA rule changes regarding air curtain incinerators, which could eliminate the need for Title V permits. The board discussed a "no action assurance" from EPA allowing temporary burning of storm debris, expiring September 30th. The board also discussed recognizing individuals and organizations involved in the Western North Carolina Post-Lean Air Quality Monitoring Project, as well as potentially reviving the Clean Air Excellence Awards program.

The meeting also addressed future governance structures within Buncombe County. The board is transitioning to an advisory board structure, replacing the current board as part of this shift. The roles and responsibilities of this new advisory board were discussed, including rule updates and permit appeals. The board will be drafting a resolution for the County Commissioners and new bylaws for the advisory board in the coming weeks. The board will also continue working with the Environmental Management Commission (EMC) on a checklist to ensure compliance and seek certification for their reformed agency, with a scheduled meeting on June 11th.

The public comment portion of the meeting followed established protocol, with residents able to share their thoughts at the end of the session after signing up on a provided sheet. The board emphasized its commitment to transparency and community engagement throughout the transition process.

Looking ahead, several key action items will shape the future of air quality management in Asheville-Buncombe County. The board plans to hold a reception in July to recognize those involved in the Western North Carolina Post-Lean Air Quality Monitoring Project. The board agreed to reschedule the July 9th meeting due to EMC commitments, tentatively setting a new date for August. The transition to the advisory board structure will proceed with staggered terms for current members, ensuring continuity of expertise and experience. These ongoing efforts aim to strengthen local air quality oversight while adapting to the evolving regulatory landscape and ensuring a collaborative relationship with Buncombe County government.
