Planning Board Meeting Recap: May 18, 2026 – What You Need to Know
The Planning Board held a meeting on May 18, 2026, to discuss several key planning initiatives impacting Buncombe County. While the meeting primarily served as an information-sharing session due to a lack of quorum (the required number of board members present), significant discussions occurred that residents should be aware of. This recap outlines the main topics covered, decisions deferred, and what to expect moving forward.
A major focus of the meeting was the ongoing legislative debate surrounding a "down zoning" bill currently in the North Carolina General Assembly. This legislation could significantly impact how Buncombe County can modify its zoning ordinances, particularly concerning existing properties that don’t meet current zoning requirements. The Board agreed to closely monitor the bill's progress and any subsequent legal interpretations before proceeding with major zoning updates, emphasizing a need to balance community desires with safety and legal considerations.
Beyond the legislative update, the Board engaged in extensive discussions on several key planning areas. A significant portion of the meeting was dedicated to the street naming plan, a project aimed at ensuring all roads meet 9-1-1 standards. With over 5,000 unnamed roadways identified, the Board explored options to ensure clarity and efficiency during emergency calls. Discussions centered on restrictions against using symbols or non-English names, the potential use of prefixes/suffixes (like “North” or “East”), and adjusting numbering ranges to avoid confusion. One Board member will research the exact number of roadways in Buncombe County for future consideration.
Another important topic was a review of the results from the recent public engagement phase, which garnered an impressive 212 responses – over 1% of the population. This high level of participation demonstrates significant community interest in shaping local policies and actions. The Board also discussed upcoming ordinances related to watershed regulations, manufactured home parks (with a focus on safety standards, flood plain regulations, landscaping, and affordability incentives), and subdivision regulations. A consultant funding proposal for a stormwater ordinance is also under consideration as part of the proposed budget. Finally, they discussed an anticipated Small Area Plan coming before the Board in July, followed by a public review period in August.
While no formal decisions or votes were taken due to the quorum issue, several action items emerged from the meeting. The Board will continue drafting ordinances related to watershed regulations and manufactured home parks, closely monitor the “down zoning” bill in the General Assembly, and prepare to review the Small Area Plan when it’s presented in July. The public hearing originally scheduled for this meeting will be rescheduled to a later date. Residents are encouraged to stay informed about these ongoing processes and future opportunities for public input as the Planning Board works to shape the future of Buncombe County.
