On July 21st, the Opioid Advisory Committee met to review progress and plan future strategies for addressing opioid-related challenges in Caldwell and Burke Counties. This meeting, attended by committee members representing various agencies and organizations, focused on updates to existing programs funded through opioid settlement funds, explored funding opportunities, and identified key community needs. The committee’s work is vital to ensuring residents have access to support and resources related to opioid use disorder.

A significant portion of the meeting centered on program updates, showcasing several initiatives making a tangible difference in our community. The BEAR Team, which responds to overdose situations and provides ongoing support, continues to see high engagement, managing 83 open cases and expanding its services. The newly launched Regional Recovery Court is standardizing processes between Caldwell and Burke counties, aiming to improve efficiency and cost-sharing. The SPARC Family Center is reuniting families impacted by opioid use with a remarkable 91% success rate. Discussions also highlighted the progress toward establishing a much-needed facility-based crisis center, with approval granted to move forward with contract negotiations for architectural services – a crucial step in bringing this resource online.

Throughout the meeting, committee members emphasized several key challenges facing our community. The severe shortage of affordable and supportive housing remains a major obstacle to recovery, particularly for individuals with co-occurring mental health needs. Addressing the stigma surrounding opioid use and increasing community engagement in treatment were also identified as ongoing priorities, with particular attention given to exploring ways to involve faith-based organizations more effectively. The committee acknowledged the need for innovative solutions, citing examples like connecting clients with salon services and partnering with restaurants to provide food as positive steps toward addressing individual needs.

The committee made several key decisions during the meeting. The agenda and minutes from their previous meeting in March were approved, confirming the continuity of their work. Most notably, they approved a plan to streamline future funding applications by transitioning to a letter-of-intent system. This change is designed to encourage broader participation and ensure that funding aligns with the community’s most pressing needs. The committee also formally approved State Point City Funding Priorities and Recommendation, paving the way for further action on those initiatives.

Looking ahead, several important actions are underway. Grant applications to SAMHSA and BJA will continue for mobile crisis expansion, recovery court support, and other vital programs. Contract negotiations for the facility-based crisis center are a top priority. The BEAR team is transitioning to a second shift with on-call rotations and developing leadership positions, expanding their reach. Committee members will also be participating in a survey to outline their vision for the committee’s work over the next five years and rank investment areas, ensuring that future efforts are aligned with community priorities. Finally, the committee will be reviewing data to assess the impact of SPARC on foster care numbers and county spending, providing valuable insights for future program evaluation.
