Burke County Board of Health Meeting Recap – July 27, 2026

On July 27th, the Burke County Board of Health convened for a comprehensive meeting focused on strengthening public health practices and addressing key operational challenges within the county. The session, which included both training and a review of departmental performance, aimed to equip board members with the knowledge and tools necessary to effectively advocate for a healthier Burke County. Vice-Chair Smith was absent due to medical recovery, but all other board members were present and participated.

A significant portion of the day was dedicated to mandatory training led by Ashley Garrett from UNC Gilling School of Global Public Health. This refresher course covered essential topics including the Board’s role within North Carolina's public health system, core functions of public health (like preventing disease and promoting healthy behaviors), and the importance of community engagement. The training also introduced concepts like artificial intelligence in public health, emphasizing responsible implementation to meet local needs. Following the training, the Board delved into a review of the Burke County Public Health Department's operations. Discussions centered on clarifying the Board’s relationship with the County Commissioners, defining expectations for the Health Director position, and analyzing the department's annual report. The report highlighted successes like achieving 100% compliance in food and lodging inspections for the first time in over a decade, alongside significant work in immunizations and supporting families through programs like WIC.

Several key decisions were made during the meeting that will impact residents. The Board unanimously approved a transition from annual to semi-annual meetings, allowing for more frequent oversight and communication with the Health Department. They also approved a substantial number of revised and new health department policies, reflecting administrative updates and regulatory changes. Perhaps most significantly, the Board acknowledged their authority to seek veterinary services outside of Burke County if local options remain unavailable – a crucial step in addressing the ongoing shortage of veterinary care within the county.

Beyond formal decisions, important discussions took place regarding challenges facing the department and how to address them. Board members engaged in a thoughtful discussion about improving communication and collaboration between the Board, the Health Director, and the County Commissioners. A "partnership compass" was introduced as a framework for focusing on community needs, collaborative efforts, and regulatory adherence. The Board also explored the complexities of contact tracing and emphasized the importance of adhering to state and federal regulations like HIPAA and the Affordable Care Act.

Looking ahead, several action items were identified to further strengthen public health efforts in Burke County. Board members are encouraged to review the recently completed Community Health Assessment and Improvement Plan, which will guide future interventions. They have also been invited to attend a presentation by North Carolina School of Science and Math students on Burke County’s mortality rates. Finally, the Board will be working to develop a list of 10 key community talking points to address during future semi-annual meetings and will continue efforts to fill the vacant veterinarian position on the Public Health Advisory Committee.

This meeting underscored the Board of Health’s commitment to ensuring a healthy and thriving Burke County for all residents. The decisions made, discussions held, and action items identified will contribute to a stronger public health system and improved well-being for our community.
