Tree Board Meeting Recap: September 8, 2026

The Montreat Tree Board convened on September 8, 2026, with a focus on procedural updates, upcoming events, and future projects aimed at enhancing Montreat's tree canopy and overall environmental health. While Commissioners Blake and Ashley Manson were absent, the meeting proceeded with a full agenda covering a range of topics relevant to residents.

A significant portion of the meeting revolved around updating the Tree Board's internal operating procedures. After reviewing a revised draft presented by Elizabeth, incorporating best practices from the North Carolina School of Government, the board agreed to move forward with adopting these updated "Rules of Procedure." A key change approved in principle is a shift from requiring a two-thirds majority vote to approve procedural changes, streamlining decision-making with a simple majority. This revised version will be finalized and voted on at the October meeting, ensuring greater efficiency in how the Tree Board operates. The board also discussed a plan to review and potentially simplify the existing "Tree Management Guide," last updated in 2019, aiming to provide residents with clear and accessible information about tree care and regulations.

Beyond procedural matters, the board engaged in discussions regarding several key initiatives. The Chestnut project on Virginia Street is progressing well, with the land now cleared and ceded for work. Plans are underway to present information on "Saving the Hemlocks" at a public event on November 18th, providing residents with valuable insights into protecting this vital tree species. The board also considered participating in the MRA Wilderness Day on October 17th, exploring collaboration with Green Works to secure trees for next year’s Arbor Day celebration. Finally, a discussion about the Flat Creek floodplain highlighted that its current appearance – wider and shallower – reflects an expanded floodplain area, not a reduction in water depth. Tyler will investigate the status of the Corps of Engineers project on Flat Creek to gain further clarity.

The board acknowledged and appreciated the role of the Cottagers, a long-standing Montreat organization predating the town itself. Board members shared positive observations from their recent attendance at a Cottagers meeting, noting its high level of organization and strong community engagement. The Cottagers play a vital role in providing information to residents and supporting various local projects, including the Jane Holt Wilderness acquisition.

Looking ahead, several action items were identified. Board members will review Elizabeth’s revised "Rules of Procedure" and provide feedback before the October meeting, with Elizabeth preparing it for a final vote. The board will also explore participation in MRA Wilderness Day and coordinate with Green Works for Arbor Day tree acquisition. With approximately $400 in remaining funds, the board will consider how to best utilize these resources for community outreach and educational materials.
