Event Recap

The Buncombe County Schools Board of Education held its final regular session of outgoing Superintendent Dr. Jackson on August 6, 2026, at the Buncombe County Schools Administration. The meeting centered on the transition to interim Superintendent Dr. Jennifer Reed, the operational status of the school system, and the formal conclusion of Dr. Jackson’s tenure. The Board approved the agenda, moved the Personnel Report from the Consent Agenda to the Action Agenda, and approved the annual student fees. The broader personnel report, including a specific addendum, was also approved, with Board Members Chase and Plemons recusing themselves due to family members listed in the report.

Significant administrative actions included the approval of the Consent Agenda, which encompassed minutes from previous meetings, budget amendments regarding substitute teacher pay, athletic capital outlay requests, advisory council appointments, and school start and end times for 2026-2027. The Board also authorized the award of a request for proposal for unarmed security guard services and approved non-competitive procurement requests for various educational software and services, including DreamBox Learning, Great Minds, and IXL Learning. Additionally, the Board conducted a second reading of Policy 6535 on Energy Conservation. Following these approvals, the Board entered closed session to discuss employment applicants and attorney-client privileged matters, stating they would not take any action upon exiting.

Discussion highlights focused on the superintendent transition and strategic initiatives. Dr. Jackson delivered his final comments, reflecting on four years of themes and introducing "New Heights" as the upcoming year’s theme. He announced his retirement and introduced Dr. Reed as the interim superintendent. Dr. Reed presented data on summer programs, including CTE agricultural camps and credit recovery courses, noting that "we can do that while they're having a lot of fun." She also highlighted progress in the three-year strategic plan, citing an increase in positive teacher working condition survey responses from 80.14% in 2022 to 95.17% in 2024, stating, "Teacher working conditions are student learning conditions."

The Board opened the floor for members to express appreciation for Dr. Jackson, featuring extensive personal tributes. Board Member Reverend Martin praised Jackson’s passion and humility, noting he visited all schools and sports events. Board Member Ms. Flemons highlighted Jackson’s career trajectory from custodian to superintendent as an inspiring example. Board Member Mr. Cheatham shared anecdotes about Jackson’s kindness during a personal family crisis, while Board Member Mr. Shatley recalled Jackson’s dedication during his hiring process. Board Member Ms. Lewis presented an acrostic poem and recalled Jackson’s compassionate leadership during Hurricane Helene. The Board Chair delivered a formal statement of gratitude, highlighting two key legacies: Jackson’s expansion of listening tours, which improved teacher working conditions, and his immediate, personal outreach to all 22,000+ students and staff following Hurricane Helene.

Regarding next steps, Dr. Reed stated that the timeline for revising the strategic plan will be determined by the incoming permanent superintendent, though she offered to begin gathering information in September if the Board desires. A recommendation regarding adjustments to teacher assistant EC hours and coaching supplements will be presented at the September meeting. Dr. Reed invited Board members and the public to two concurrent sessions on August 10 to review draft school improvement plans. Professional development training on the BCS instructional framework is scheduled for the week of August 17 for all teachers. Furthermore, Dr. Reed confirmed that the TNTP Student Voice Survey will be administered again in the coming spring to gather a third year of trend data.
