Buncombe County Strategic Partnership Grants Committee Meeting Recap - December 4, 2025

The Buncombe County Strategic Partnership Grants Committee convened on December 4, 2025, to discuss key updates to the county's grant programs and strategic planning efforts. The meeting was attended by committee members Ray, Anne, Liz, and other county staff. Discussions centered on streamlining grant processes, reviewing the updated Buncombe County Strategic Plan (2030), and electing committee leadership for the remainder of the fiscal year.

A significant portion of the meeting focused on proposed changes to the Strategic Partnership Grant program, designed to better serve community needs and align with the county's strategic goals. The committee generally agreed on a plan to consolidate two smaller grant programs – Tipping Point and Community Recreation – into the larger Strategic Partnership Grants program. To provide more flexibility, they are considering a two-tiered grant structure: smaller grants up to $10,000 for focused projects and larger grants up to $85,000 for more substantial initiatives. Recognizing the ongoing recovery efforts following Tropical Storm Helene, projects related to that event will receive priority during the grant scoring process. The committee also discussed refining eligibility requirements, potentially easing restrictions for newer non-profits utilizing fiscal sponsors to ensure broader access to funding. Finally, the committee clarified allowable and unallowable expenses for grant recipients, aiming for greater transparency and accountability. A final decision on the $10,000 grant option will be made at a future meeting.

Beyond grant program changes, the committee formally approved the minutes from their previous meeting on January 9, 2025. They also elected Ray as Chair, Anne as Vice Chair, and Liz as Secretary for the remainder of the fiscal year. These leadership changes will ensure continuity as the committee navigates these important program updates.

While there were no formal public comments during this meeting, committee members engaged in robust discussions about how to best meet the needs of the community and ensure equitable access to grant funding. Committee member Anne emphasized the importance of considering smaller grant requests, highlighting that these can often have a significant impact on local organizations. Staff emphasized the importance of aligning grant funding with the county's strategic plan and ensuring a streamlined application process.

Looking ahead, several key action items were identified. County staff will send out an email regarding any committee vacancies and update the county website with detailed information about the revised grant program, including the application process. A follow-up meeting is scheduled for February to finalize the scoring tool and grant application procedures. Furthermore, staff will provide support to organizations that may require assistance in securing fiscal sponsorship. These steps are designed to ensure a smooth transition and maximize the impact of grant funding on Buncombe County communities.

This meeting represents an important step towards a more efficient and equitable grant program that directly supports the county's strategic priorities. Residents can expect to see changes in the application process and a renewed focus on addressing critical community needs, particularly those related to recovery from Tropical Storm Helene.
