Swannanoa Small Area Plan Steering Committee Meeting Recap – September 22, 2025
On September 22, 2025, the Swannanoa Small Area Plan Steering Committee convened to continue refining a plan that will shape the future of Swannanoa and its surrounding areas. This meeting, livestreamed to encourage broad participation, focused on incorporating community feedback and aligning the Swannanoa plan with Buncombe County’s broader planning goals. The committee's ultimate aim is to create a final plan that will be presented to the public and, if approved, adopted by Buncombe County.
A significant portion of the discussion centered on finalizing a "policy map," which outlines recommended land uses for Swannanoa. Following review of slot analysis results – an assessment of potential development sites previously distributed to the committee – members debated how best to incorporate community input gathered through a recent public survey (SWOT analysis). A key point of discussion was ensuring the plan reflects the needs and perspectives of all residents, particularly minority voices. Concerns were raised about addressing affordable housing and mitigating the potential impacts of development on existing neighborhoods, demonstrating a commitment to equitable planning.
The committee reached several key agreements regarding the plan's scope and direction. Notably, they decided to include both Riceville and Cove within the plan’s boundaries, but with a focus on building resilience to natural disasters like flooding rather than pursuing traditional development strategies. Furthermore, the committee agreed that plan boundaries should be guided by topography and existing road systems, ensuring a logical and geographically sound framework. While no formal votes were taken during the meeting, these agreements represent significant progress in shaping the plan's core elements.
Community input played a vital role throughout the meeting, with committee members actively considering feedback from the public survey. The livestreamed format and readily available packets/links were intended to maximize citizen participation, and discussions highlighted a shared desire to ensure the plan genuinely addresses community concerns. The committee acknowledged the opportunity for the Swannanoa plan to potentially amend Buncombe County’s “Growth, Equity and Conservation Map,” adopted in 2023, demonstrating a proactive approach to aligning local planning with county-wide strategies.
Looking ahead, the committee has several key action items. Steering Committee members are tasked with reviewing the public SWOT analysis results and drafting potential vision statements for Swannanoa, aligning these drafts with themes from the existing comprehensive plan. Staff will continue gathering data from organizational SWOT analyses, providing a more complete picture of community priorities. The next meeting is scheduled for October 20th, where the committee will discuss draft vision statements and work towards a consensus. Residents are encouraged to stay informed about future public engagement opportunities related to the Swannanoa Small Area Plan and can find more information on the Buncombe County website.
