Recap of City Council Agenda Briefing (October 9, 2025)

On October 9, 2025, the City Council held a virtual agenda briefing work session focused on preparing for the upcoming City Council agenda review scheduled for October 24, 2025. The session was conducted remotely and did not accept public comment. The primary purpose of the briefing was to review items anticipated for discussion at the October 24th City Council meeting and upcoming committee reviews.

A significant portion of the discussion centered on several specific proposals and initiatives. Regarding 767 New Haw Creek (PH B), staff clarified details of the proposal, specifically addressing the inclusion of retaining walls for stability and floodway/wetland management. The possibility of extending operating hours for food trucks after restaurant closures (KR) was also discussed, with staff noting potential cost implications and the need for special event permitting. They committed to analyzing needs in the short-term, exploring partnership opportunities, and gathering vendor/public feedback this fall.

Sustainability concerns related to the Social District were raised, particularly regarding its impact on plastic waste reduction goals. City sanitation staff will consult with the ADA to minimize plastic waste and coordinate with the recycling facility regarding appropriate recyclable containers. Finally, staff provided an update on customers with past-due water bills stemming from before Hurricane Helene, noting that cutoff notices will be sent in early November. Assistance programs and payment plans are available to affected customers.

The meeting also included a presentation from Jarrett Walker Associates regarding the All-Ride Transit (ART) Comprehensive Operations Analysis (COA), outlining next steps for that ongoing project. Announcements were made regarding upcoming meetings of the Housing and Community Development Committee (October 21st) and the Planning, Economic Development & Environment Committee (October 21st). The session concluded with a closed-session portion, the details of which were not publicly disclosed.
