Staff will continue exploring options for utilizing these funds in conjunction with the North Carolina Department of Commerce, potentially including support for Helene recovery efforts.
The committee also reviewed its overall progress toward established goals and noted a remarkable achievement: assisting 403 households in Fiscal Year 2024, significantly exceeding the initial target of 280-315. A key discussion revolved around a $379,787 unallocated balance from a previous commitment to WTT. Committee members explored possibilities for utilizing these funds, including incorporating disaster relief (DR) funding into mixed-use developments. A crucial decision was made to shift the authority for allocating Affordable Housing Services Program funding, contract terms, loan interest rates and deferrals from the subcommittee to the full Board of Commissioners. This change aims to ensure consistency with broader county board procedures and enhance accountability in financial decisions.
Regarding internal governance, the committee formally approved revised bylaws for the Affordable Housing Subcommittee. These revisions recognize the subcommittee’s formal status, incorporate resident members to ensure community voices are heard, and adjust quorum requirements. A notable addition limits non-elected officials from serving on more than two county boards, promoting a balanced representation.
Public comment was limited during the meeting, primarily consisting of clarifying questions from committee members regarding program details. The committee ultimately voted to cancel the July meeting, streamlining future scheduling.
What's Next? County staff will be undertaking several key action items in the coming months. Jake, a lead staff member, will continue discussions with the North Carolina Department of Commerce regarding CDPGNR funding and provide an update to the committee in the summer. Staff will also clarify how recovery-related repairs should be tracked and reported, explore incorporating DR funds into mixed-use developments, provide an update on the WNC Affordable Housing Loan Fund and prepare a report detailing the status of the ARPA FRF Home Repair program.
