Asheville Boards & Commissions Realignment: A Recap of May 20th Meeting
On May 20, 2024, the City of Asheville’s Boards and Commissions Realignment Working Group (RWG) convened to continue its important work of evaluating and potentially improving the city’s advisory boards and commissions. This group, established to identify areas for improvement and align board functions with City Council goals, held a productive meeting focused on prioritizing recommendations gathered from the public and discussing key operational challenges. The meeting was attended by RWG members, city staff, and interested community members.
A significant portion of the meeting centered on reviewing previously collected public comments and recommendations, which were grouped into four main categories: clarifying board missions, standardizing procedures, improving structure and communication, and addressing recruitment and support challenges. The RWG engaged in a robust discussion about identifying "gain of function" recommendations – those that would demonstrably improve the experience and effectiveness of serving on a board. Concerns were raised regarding staffing transitions within city government, particularly the reliance boards place on designated staff members and potential training gaps that may arise. Recognizing that City Council is currently focused on budget approval, the group acknowledged this will influence the timeline for any changes to boards and commissions.
While no formal votes were taken to finalize recommendations, the RWG actively prioritized key areas for improvement. Members were encouraged to directly vote on these priorities within a shared Google document, allowing for real-time visibility of preferences. A recurring theme throughout the discussion was the need for clearer mission statements, consistent operating procedures across all boards, and improved communication channels between boards, commissions, and City Council. Concerns were also voiced about ensuring transparency and adherence to open meetings laws if the city utilizes working groups as part of this realignment process.
Community input played a vital role in shaping the discussion, with the meeting building upon previously gathered public comments. Participants shared their personal experiences serving on boards and commissions, offering valuable insights into current challenges and potential solutions. This feedback highlighted the importance of providing adequate training and support for board members, including addressing accessibility concerns to ensure diverse participation.
Looking ahead, the RWG has several key action items: members are tasked with reviewing recommendations within each of the four categories and preparing draft proposals for consideration at the next meeting. Participants are also encouraged to utilize Google Groups or email threads to facilitate discussions and build consensus before the June 10th follow-up meeting. The City will also be posting a job description for the recently vacated staff position that supports these boards and commissions.
Ultimately, this meeting underscored a commitment to enhancing the effectiveness and efficiency of Asheville’s boards and commissions. The RWG's ongoing efforts, focused on accountability, clarity, and alignment with City Council priorities, aim to ensure these vital advisory bodies are well-equipped to serve the community and contribute meaningfully to city governance. Residents can expect further updates as this realignment process progresses, with the next meeting scheduled for June 10th.
