Recap of Asheville Boards and Commissions Realignment Working Group Meeting – June 10, 2024

On June 10th, the City of Asheville Boards and Commissions Realignment Working Group (RWG) convened to continue its work on streamlining the city's advisory boards and commissions. This group, established to improve efficiency and citizen engagement in local government, is developing recommendations for City Council aimed at modernizing how Asheville operates. The meeting focused on refining existing proposals and addressing key implementation challenges, all with the goal of creating a more accessible and effective system for residents to participate in city decision-making.

A significant portion of the meeting centered on clarifying how boards and commissions will interact with City Council, ensuring their recommendations are heard and considered. The group discussed the need for a clear pathway for presenting potentially controversial proposals, recognizing that robust debate is essential to good governance. Another key discussion point involved the use of "working groups" within city government, with concerns raised about maintaining transparency and adhering to open meeting laws. Members emphasized the importance of avoiding any processes that might inadvertently limit public input and citizen participation. The group also explored practical considerations like providing modest stipends or accommodations (such as childcare assistance) to board members, aiming to remove financial barriers that might prevent qualified individuals from serving. Finally, recognizing the challenges of hybrid meetings, a discussion was held regarding the need for improved technology and support to ensure equitable access for all participants.

While no formal votes were taken, the group reached several important agreements. They reaffirmed their commitment to using a previously established ranking system as a guide for prioritizing recommendations, and agreed on consistent terminology, opting to use "boards" rather than "advisory boards." This consistency will help ensure clarity in future reports and communications. The discussions highlighted a shared commitment to creating a system that is both efficient and inclusive, allowing for broader citizen involvement in shaping the future of Asheville.

Although a formal public comment period wasn't held, several RWG members shared their perspectives on the importance of transparency and equitable access to civic participation. Concerns were raised about potential barriers that might prevent community members from engaging with boards and commissions, reinforcing the need for clear communication channels and accessible meeting formats. This underscored a broader theme throughout the meeting: ensuring that all residents feel welcome and able to contribute to local government.

Looking ahead, several action items were assigned to ensure progress toward the group's goals. Members are tasked with reviewing and providing feedback on an existing document, particularly concerning recommendations related to working groups. City staff liaison Patrick will continue consulting with city departments on the feasibility of various recommendations and is creating a visual map linking related proposals to improve clarity. He will also share an updated document incorporating feedback and clarifying roles. The next meeting is tentatively scheduled for June 24th, although that date may be adjusted due to travel constraints. Ultimately, the RWG’s work aims to create a more streamlined and accessible system for citizen engagement in Asheville, ensuring that residents have meaningful opportunities to shape their community.
