On September 9th, the City of Asheville’s Boards and Commissions Realignment Working Group (RWG) convened to continue refining recommendations aimed at improving the functionality and accountability of Asheville’s various advisory boards and commissions. The meeting, open to the public, focused on streamlining processes, ensuring clear expectations for both board members and city staff, and ultimately delivering better results for Asheville residents. The group is working towards presenting their finalized recommendations to the City Council before their Boards and Commissions meeting on September 30th.

A significant portion of the discussion centered around how to best structure advisory groups within the city government. The RWG debated the use of "working groups," ultimately agreeing that these informal structures often lack clear accountability and tangible outcomes. They are leaning towards recommending a shift to more formal subcommittees or informal discussion groups with clearly defined roles and expectations. This change is intended to ensure that these groups are focused, productive, and ultimately deliver on their assigned tasks. The group also discussed incorporating performance audits to assess the effectiveness of boards and commissions, a suggestion strongly supported by guest speaker Dee. She pointed to instances where boards have not met expectations and potentially violated legal standards, emphasizing the need for accountability measures.

Community input was a key element of the meeting. Dee offered extensive public comment, passionately advocating for greater accountability from boards and commissions. She highlighted specific concerns regarding the Human Relations Council and Reparations Commission, arguing that taxpayers deserve to see tangible results from these groups. Her comments underscored a desire for City Council to take a more active role in overseeing board performance and ensuring that resources are used effectively. Alan echoed this sentiment, emphasizing the importance of accountability extending to both boards and city staff.

Looking ahead, several key action items emerged from the meeting. Jack will integrate findings from recent staff surveys into the RWG’s document, providing valuable context for their recommendations. Nina will then proofread the revised materials to ensure clarity and accuracy. Elise is tasked with preparing a presentation for City Council, incorporating feedback from this meeting and outlining the group’s proposed changes. The RWG will continue to meet weekly on Mondays to finalize their presentation, ensuring a comprehensive and well-supported proposal for the Council. Patrick will distribute meeting notes and action items to all participants.

The RWG’s work is significant for Asheville residents as it aims to ensure that our city's advisory boards and commissions are operating effectively, transparently, and accountable. By clarifying roles, establishing clear expectations, and incorporating performance evaluations, the RWG hopes to improve the delivery of services and ensure that taxpayer dollars are being used wisely.
