Fletcher Town Council Meeting Recap – June 9, 2025

Significant Approvals & Budget Highlights: A major focus of the meeting was approving significant updates to town ordinances and finalizing the budget for the upcoming fiscal year. The Council unanimously approved amendments to the Flood Damage Prevention Ordinance, a move designed to align with state regulations and enhance flood safety. These changes include raising the minimum elevation requirement for new residential construction to four feet above base flood elevation and prohibiting certain uses, such as schools and elderly housing, within the 100-year floodplain. Simultaneously, the Council lifted a moratorium on development in floodplains that was previously in place. The council also approved the Fiscal Year 2025-2026 budget, totaling $9,995,316. Importantly, the property tax rate will remain at 28 cents per $100 of assessed value. The budget includes funding for key improvements like police vehicle replacements, equipment upgrades for Public Works, and contributions to the Cane Creek Greenway Extension.
Addressing Resident Concerns & Infrastructure Updates: The meeting included a public comment period where resident Maisie Goldstein voiced concerns about increased traffic and deteriorating road conditions on Old Hendersonville Road, particularly related to the recycling center and a new school. The Council acknowledged these concerns, noting previous contact with both the recycling company and the North Carolina Department of Transportation (NCDOT). NCDOT is currently studying a potential traffic circle at the intersection. Town Manager Trevor Mandra provided an update on several ongoing projects, including progressing park repairs, a bid opening for bridge and stream bank repair, the nearing completion of street resurfacing, and an ongoing stormwater review on Wilkie Way. Discussions regarding the Town Center project continue with Martin Lewis, and efforts are underway to update the town’s marketing document.
Community Voice & Future Actions: Citizen participation was present through Maisie Goldstein's public comment, highlighting a key concern regarding local infrastructure. The Council acknowledged the importance of resident feedback and their ongoing efforts to address these issues through communication with NCDOT. Several action items emerged from the meeting, including continued study of the Old Brickyard Road/Old Hendersonville Road intersection by NCDOT, encouraging residents to report potholes via the NCDOT website (with a 48-hour response time), and ongoing discussions with Martin Lewis regarding the Town Center project. The town will also be working to relay information about Bayless Ice Cream events to assist with employee scheduling.
