Vote records fixed for Fletcher, Black Mountain, and Burke County

We repaired 205 vote tallies across three local governments: every fabricated vote count in Fletcher (51 votes that showed impossible totals like 32-0 for a 5-member council) is now corrected against the official minutes, and 129 more votes that were missing their tallies now show accurate counts. We also fixed the underlying data problem so these errors can't recur.
